Pound Law and Legal Definition
According to 9 CFR 1.1 [Title 9 -- Animals and Animal Products; Chapter I -- Animal and Plant Health Inspection Service, Department of Agriculture], “pound or shelter means “a facility that accepts and/or seizes animals for the purpose of caring for them, placing them through adoption, or carrying out law enforcement, whether or not the facility is operated for profit.”
