According to 7 CFR 215.2 [Title 7—Agriculture; Subtitle B -- Regulations of the Department of Agriculture; Chapter II -- Food and Nutrition Service, Department of Agriculture; Subchapter A -- Child Nutrition Programs - Part 215 -- Special Milk Program for Children], pricing program means “a program which sells milk to children. This shall include any such program in which maximum use is made of Program reimbursement payments in lowering, or reducing to "zero," wherever possible, the price per half pint which children would normally pay for milk.”
