According to 13 CFR 124.3 [Title 13 -- Business Credit and Assistance; Chapter I -- Small Business Administration; Part 124 -- 8(A) Business Development/Small Disadvantaged Business Determinations; Subpart A -- 8(A) Business Development; Provisions of General Applicability], primary industry classification means “the four digit Standard Industrial Classification (SIC) code designation which best describes the primary business activity of the 8(a) BD applicant or Participant. The SIC code designations are described in the Standard Industrial Classification Manual published by the U.S. Office of Management and Budget.”
