Primary Recipient [Education] Law and Legal Definition
According to 34 CFR 100.13 (j) [Title 34 – Education; Subtitle B -- Regulations of the Offices of the Department of Education; Chapter I -- Office for Civil Rights, Department of Education; Part 100 -- Nondiscrimination Under Programs Receiving Federal Assistance Through the Department of Education Effectuation of Title VI of the Civil Rights Act of 1964], the term primary recipient means “any recipient which is authorized or required to extend Federal financial assistance to another recipient.”
