P&T [Veterans' Relief] Law and Legal Definition
According to 38 CFR 21.3021 [Title 38 -- Pensions, Bonuses, and Veterans' Relief; Chapter I -- Department of Veterans Affairs; Part 21 -- Vocational Rehabilitation and Education; Subpart C -- Survivors' and Dependents' Educational Assistance Under 38 U.S.C. Chapter 35; General], P&T means “permanent and total "disability," permanently and totally "disabled," or permanent and total "rating," when any of these terms are used in reference to a veteran with a service-connected disability rating determined by VA to be total for the purposes of VA disability compensation where the impairment is reasonably certain to continue throughout the life of the disabled veteran.”
