Qualified Individual [Oil Spill Response] Law and Legal Definition
According to 30 CFR 254.6 [Title 30. Mineral Resources; Chapter II. Bureau Of Ocean Energy Management, Regulation, And Enforcement, Department Of The Interior; Subchapter B Offshore; Part 254 Oil-Spill Response Requirements For Facilities Located Seaward Of The Coast Line, Subpart A General], ‘qualified individual’ means “an English-speaking representative of an owner or operator, located in the United States, available on a 24-hour basis, with full authority to obligate funds, carry out removal actions, and communicate with the appropriate Federal officials and the persons providing personnel and equipment in removal operations.”
