State Law and Legal Definition
According to 6 CFR 9.2 [Title 6 Homeland Security; Chapter i Department of Homeland Security; Office of the Secretary; Part 9 Restrictions upon Lobbying Subpart a; General 6 CFR 9.2], state means "a state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, a territory or possession of the United States, an agency or instrumentality of a State, and a multi-State, regional, or interstate entity having governmental duties and powers."
