According to 10 CFR 590.102 (p) [Title 10 Energy; Chapter II Department of Energy; Subchapter G Natural Gas (Economic Regulatory Administration); Part 590 Administrative Procedures with Respect to the Import and Export of Natural Gas; Subpart A General Provisions], the term state commission means “the regulatory body of a state or municipality having jurisdiction to regulate rates and charges for the sale of natural gas to consumers within the state or municipality, or having any regulatory jurisdiction over parties involved in the import or export arrangement.”
