State Emergency Response Commission (SERC) is an agency appointed by the Governor to oversee the administration of Emergency Planning and Community Right-to-Know Act (EPCRA) at the state level. The SERC designates and appoints members to Local Emergency Planning Committee (LEPC) and reviews emergency response plans for cities and counties.
