State Implementation Plan (SIP) Law and Legal Definition
A State Implementation Plan (SIP) is a U.S. state plan for complying with the federal Clean Air Act, administered by the Environmental Protection Agency (EPA). The SIP consists of rules, agreements, and technical documentation that an individual state will use to clean up polluted areas.
