Strategic Petroleum Reserve Law and Legal Definition
The Strategic Petroleum Reserve (SPR) is an emergency fuel store of oil, maintained and supervised by the U.S. Department of Energy. In times of oil shortages, the President may order the Department of Energy to tap these reserves to stabilize the price of oil and meet demand needs.
