According to 34 CFR 648.9 (b) [Title 34 – Education; Subtitle B -- Regulations of the Offices of the Department of Education; Chapter VI -- Office of Postsecondary Education, Department of Education; Part 648 -- Graduate Assistance in Areas of National Need; Subpart A – General], the term students from traditionally underrepresented backgrounds mean “women and minorities who traditionally are underrepresented in areas of national need as designated by the Secretary.”
