Substance Abuse Professional Law and Legal Definition
According to 46 CFR 16.105 [Title 46 – Shipping; Chapter I -- Coast Guard, Department of Homeland Security; Subchapter B -- Merchant Marine Officers and Seamen; Part 16 -- Chemical Testing; Subpart A – General], Substance Abuse Professional (SAP) means “a person who evaluates employees who have violated a DOT drug and alcohol regulation and makes recommendations concerning education, treatment, follow-up testing, and aftercare.”
