Substantially Altered Lands Law and Legal Definition
According to 7 CFR 623.2 [Title 7—Agriculture; Subtitle B -- Regulations of the Department of Agriculture; Chapter VI -- Natural Resources Conservation Service, Department of Agriculture; Subchapter C -- Water Resources; Part 623 -- Emergency Wetlands Reserve Program], substantially altered lands means “lands which have not been and are not now wetlands but could likely develop wetland characteristics in the future, as a result of the Midwest floods of 1993.”
