According to 41 CFR 102-75.1160 [Title 41 -- Public Contracts and Property Management; Subtitle C -- Federal Property Management Regulations System; Chapter 102 -- Federal Management Regulation System; Subchapter C -- Real Property; Part 102-75 -- Real Property Disposal; Subpart H -- Use of Federal Real Property to Assist the Homeless], underutilized property means “an entire property or portion thereof, with or without improvements, which is used only at irregular periods or intermittently by the accountable landholding agency for current program purposes of that agency, or which is used for current program purposes that can be satisfied with only a portion of the property.”
