According to 42 USCS § 5402 [Title 42. The Public Health and Welfare; Chapter 70. Manufactured Home Construction and Safety Standards], United States district courts means “the Federal district courts of the United States and the United States courts of the Commonwealth of Puerto Rico, Guam, the Virgin Islands, the Canal Zone, and American Samoa.”
