United States Postal Employee Law and Legal Definition
United States Postal Service (USPS) is the second-leading civilian employer in the United States. The largest category of postal employees consists of clerks and city delivery carriers, which constitute some 65 percent of the workforce. The postal employees in the United States are unionized. The four major organizations that represent the postal workforce in collective bargaining with management over wages and other terms and conditions of employment are:
The National Association of Letter Carriers (NALC);
The American Postal Workers Union (APWU);
The National Rural Letter Carriers' Association; and
The National Post Office Mail Handlers, Watchmen, Messengers, and Group Leaders Division of Laborers' International Union of North America.
The Postal Service shall appoint all officers and employees of the Postal Service. The Postal Service shall establish procedures to assure its officers and employees meaningful opportunities for promotion and career development and to assure its officers and employees full protection of their employment rights by guaranteeing them an opportunity for a fair hearing on adverse actions, with representatives of their own choosing. The Postal Service can hire individuals as executives under employment contracts for periods not in excess of 5 years. [39 USCS § 1001]
The relevant law as it appears:
