According to 7 CFR 550.2 [Title 7—Agriculture, Subtitle B - Regulations Of The Department Of Agriculture, Chapter V - Agricultural Research Service, Department Of Agriculture, Part 550 - General Administrative Policy for Non-Assistance Cooperative Agreements, Subpart A – General], unobligated balance means “the portion of the funds authorized by the REE Agency that has not been obligated by the Cooperator and is determined by deducting the cumulative obligations from the cumulative funds authorized.”
