Urban or Rural Poverty Area Law and Legal Definition
According to 42 USCS § 300s-3 [Title 42. The Public Health and Welfare; Chapter 6a. The Public Health Service; Health Resources Development; General Provisions], urban or rural poverty area means an urban or rural geographical area (as defined by the Secretary) in which a percentage (as defined by the Secretary in accordance with the next sentence) of the residents of the area have incomes below the poverty level (as defined by the Secretary of Commerce). The percentage referred to in the preceding sentence shall be defined so that the percentage of the population of the United States residing in urban and rural poverty areas is--
(A) not more than the percentage of the total population of the United States with incomes below the poverty level (as so defined) plus five per centum, and
(B) not less than such percentage minus five per centum.
