According to 7 CFR 1.211 [Title 7 Agriculture; Subtitle A Office of the Secretary of Agriculture; Part 1 Administrative Regulations], valid summons means "an order that is served properly and within the legal authority and the jurisdictional boundaries of the court or administrative agency or official that has issued it."
