War Clause Law and Legal Definition
War clause is a clause in the U.S. Constitution that grants power to the President to declare war, grant letters of marque, and reprisal. The power to declare war is granted under USCS Const. Art. I, § 8, Cl 11. This clause also makes rules concerning:
1. captures on land and water;
2. raise and support armies;
3.provide and maintain army;
4. make rules for the government and regulation of the land and naval forces.
