Whole statute rule is a principle of statutory construction that a statute should be considered in its entirety, and that the words used within it should be given their ordinary meaning unless there is a clear indication to the contrary. It is based on the proposition that words and phrases of a statute are to be read in context with neighboring words and phrases in the same statute to produce a harmonious whole.
