According to 38 CFR 46.1 [Title 38 -- Pensions, Bonuses, and Veterans' Relief; Chapter I -- Department of Veterans Affairs; Part 46 -- Policy Regarding Participation in National Practitioner Data Bank; Subpart A -- General Provisions], willful professional misconduct means “worse than mere substandard care, and contemplates the intentional doing of something with knowledge that it is likely to result in serious injuries or in reckless disregard of its probable consequences.”
