According to 32 CFR 48.102 (Title 32 - National Defense; Subtitle A - Department Of Defense; Chapter I - Office Of The Secretary Of Defense; Subchapter D - Personnel, Military And Civilian; Part 48 - Retired Serviceman's Family Protection Plan; Subpart A - General Information), years of service means “years of service creditable in the computation of basic pay.”
