Young Offender Law and Legal Definition
According to 42 USCS § 3791 [Title 42. The Public Health and Welfare; Chapter 46. Justice System Improvement; Definitions], the term "young offender" means a non-violent first-time offender or a non-violent offender with a minor criminal record who is 22 years of age or younger (including juveniles).
