Telephone Minimum Usage Surcharge Tax Law & Legal Definition

Telephone minimum usage surcharges are charged by some telephone companies and vary by company. The usage minimum surcharge is based on usage and is not a monthly fee. If you spend less than the minimum in a given month in qualifying, your account will be charged the difference between what you use and the minimum. Qualifying calls are defined by telephone company policies. Taxes and the Universal Connectivity Charge may be excluded from the minimum usage calculation. 

For example, if the minimum usage is $5 and your total qualifying charges are under $5, the surcharge fee will apply. Your phone service provider should be contacted for specific rules regarding the telephone minimum usage surcharge fee.
