According to 38 CFR 47.1 [Title 38 -- Pensions, Bonuses, and Veterans' Relief; Chapter I -- Department of Veterans Affairs; Part 47 -- Policy Regarding Reporting Health Care Professionals to State Licensing Boards], generally accepted standards of clinical practice means “reasonable competence in the clinical aspects of one's responsibilities, as well as the moral and ethical behavior necessary to carry out those responsibilities.”
