Pursuant to 50 CFR 21.3 [Title 50 -- Wildlife and Fisheries, Chapter I -- United States Fish and Wildlife Service, Department of The Interior], the term hacking is “the temporary release of a raptor held for falconry to the wild so that it must survive on its own.”
