Head of Contracting Activity or HCA [Energy] Law and Legal Definition
According to 10 CFR 600.3 [Title 10 Energy; Chapter II Department of Energy; Subchapter H Assistance Regulations; Part 600 Financial Assistance Rules; Subpart A General], the term Head of Contracting Activity or HCA means “a DOE official with senior management authority for the award and administration of financial assistance instruments within one or more DOE organizational elements.”
