High Residential Energy User Law and Legal Definition
According to 10 CFR 440.3 [Title 10 Energy; Chapter II Department of Energy; Subchapter D Energy Conservation; Part 440 Weatherization Assistance for Low-Income Persons], the term high residential energy user means “a low-income household whose residential energy expenditures exceed the median level of residential expenditures for all low-income households in the State.”
