Highway Safety Management System Law and Legal Definition
According to 23 CFR 500.403 [Title 23. Highways; Chapter I Federal Highway Administration, Department Of Transportation; Subchapter F Transportation Infrastructure Management; Part 500 Management And Monitoring Systems, Subpart D Highway Safety Management System], ‘highway safety management system (SMS)’ means “a systematic process that has the goal of reducing the number and severity of traffic crashes by ensuring that all opportunities to improve highway safety are identified, considered, implemented as appropriate, and evaluated in all phases of highway planning, design, construction, maintenance, and operation and by providing information for selecting and implementing effective highway safety strategies and projects.”
