According to 19 USCS § 1683 (Title 19, Customs Duties, Chapter 4, Tariff Act of 1930; Softwood Lumber), the term "HTS" means “the Harmonized Tariff Schedule of the United States (19 U.S.C. 1202) (as in effect on January 1, 2008).”
