Implementation (Labor) Law and Legal Definition
Implementation is a rare procedure in collective bargaining whereby an employer unilaterally imposes its last offer on all terms and conditions of employment. An employer may implement only after negotiations have reached an impasse. However, an implementation does not put an end to the bargaining obligation.
