According to 23 CFR 230.103. (Title 23, Highways; Chapter I, Federal Highway Administration; Department of Transportation; Subchapter c, Civil Rights; Part 230, External Programs; Subpart A, Equal Employment Opportunity On Federal And Federal-Aid Construction Contracts (Including Supportive Services))the term “Imposed Plan” means “an affirmative action requirement for a specified geographical area made mandatory by Office of Federal Contract Compliance (OFCC) and, in some areas, by the courts.”
