According to 38 CFR 21.35 [Title 38 -- Pensions, Bonuses, and Veterans' Relief Chapter I -- Department of Veterans Affairs; Part 21 -- Vocational Rehabilitation and Education; Subpart A--Vocational Rehabilitation and Employment Under 38 U.S.C. Chapter 31; Definitions], independence in daily living means “the ability of a veteran, without the service of others, or with a reduced level of the services of others, to live and function within such veteran's family and community.”
