According to 11 CFR 300.2 (o) [Title 11 -- Federal Elections; Chapter I -- Federal Election Commission; Subchapter C -- Bipartisan Campaign Reform Act of 2002 -- (BCRA) Regulations; Part 300 -- Non-Federal Funds], the term individual holding Federal office means “an individual elected to or serving in the office of President or Vice President of the United States; or a Senator or a Representative in, or Delegate or Resident Commissioner to, the Congress of the United States.”
