According to 44 CFR 18.105 (Title 44 - Emergency Management And Assistance; Chapter I - Federal Emergency Management Agency, Department Of Homeland Security; Subchapter A – General; Part 18 - New Restrictions On Lobbying; Subpart A – General), influencing or attempting to influence means “making, with the intent to influence, any communication to or appearance before an officer or employee or any agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress in connection with any covered Federal action.”
