25 USCS § 458aaa [Title 25, Indians; Chapter 14. Miscellaneous; Indian Self-Determination and Education Assistance; Tribal Self-Governance--Indian Health Service] defines the term inter-tribal consortium as a coalition of two more separate Indian tribes that join together for the purpose of participating in self-governance, including tribal organizations.
