A juvenile non offender refers to a juvenile who is subject to the jurisdiction of the juvenile court, usually under abuse, dependency, or neglect statutes for reasons other than legally prohibited conduct of the juvenile.

Non offender means a child alleged to be dependent, neglected, or abused and who has not been otherwise charged with a status or public offense. [KRS § 600.020].
