Juvenile Offender Law and Legal Definition
Pursuant to 25 CFR 11.900 [Title 25 -- Indians, Chapter I -- Bureau of Indian Affairs, Department of the Interior], the term Juvenile Offender means "a person who commits a delinquent act prior to his or her eighteenth birthday.”
