According to 32 CFR 44.3 (Title 32 - National Defense; Subtitle A - Department Of Defense; Chapter I - Office Of The Secretary Of Defense; Subchapter D -Personnel, Military And Civilian; Part 44 - Screening The Ready Reserve), key position means “a federal position that shall not be vacated during a national emergency or mobilization without SERIOUSLY impairing the capability of the parent Federal Agency or office to function effectively.” (32 CFR 44.3)
