National Council on Disability Law and Legal Definition
The National Council on Disability (NCD) is an independent federal agency that advises the President and Congress on the diverse needs of persons with disabilities. The NCD is also tasked with the responsibility of promoting policies and practices that empower individuals with disabilities. It is headquartered in Washington, D.C.
The NCD was originally established in 1978 as an advisory board of the U.S. Department of Education. And, it was responsible to guarantee equal opportunity for people with disabilities. The Rehabilitation Act Amendments of 1984 made NCD an independent agency.
The NCD aims to promote policies, programs, practices, and procedures to give all people with disabilities equal opportunity with the end goal being economic self-sufficiency and
independent living.
