National Counterterrorism Center Law and Legal Definition
The National Counterterrorism Center (NCTC) is a U.S. government organization. The NCTC aims to lead U.S. effort in combating terrorism within the nation and abroad by: analyzing the threat, sharing that information with its partners, and integrating all instruments of national power to ensure unity of effort.
The NCTC was created in 2004 pursuant to the Presidential Executive Order 13354, and codified by the Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA).
The Director of NCTC is a Deputy Secretary-equivalent. S/he has to report: to the U.S. President regarding Executive branch wide counterterrorism planning; and to the Director of National Intelligence (DNI) regarding intelligence matters. NCTC follows the policy direction of the President, and National and Homeland Security Councils.
The NCTC is organized as a part of the Office of the Director of National Intelligence. It draws experts from the CIA, FBI, Pentagon, and other agencies who try to ensure that clues about potential attacks are not missed. The NCTC also advises the United States on terrorism.
The NCTC serves as the primary organization in the U.S. government for integrating and analyzing all intelligence pertaining to terrorism possessed or acquired by the U.S. government. (except purely domestic terrorism). It serves as the central and shared knowledge bank on terrorism information; provides all-source intelligence support to government-wide counterterrorism activities. It also serves as the principal advisor to the DNI on intelligence operations and analysis relating to counterterrorism, advising the DNI on how well US intelligence activities, programs, and budget proposals for counterterrorism conform to priorities established by the President.
