According to 10 CFR 25.5 [Title 10 – Energy; Chapter I -- Nuclear Regulatory Commission; Part 25 -- Access Authorization General Provisions], need-to-know means “a determination made by an authorized holder of classified information that a prospective recipient requires access to specific classified information to perform or assist in a lawful and authorized governmental function under the cognizance of the Commission.”
