According to 19 CFR 10.702 [Title 19 -- Customs Duties; Chapter I -- U.S. Customs And Border Protection, Department of Homeland Security; Department of The Treasury; Part 10 -- Articles Conditionally Free, Subject to a Reduced Rate, Etc.; Subpart K -- United States-Jordan Free Trade Agreement], new or different article of commerce means a good that has been substantially transformed into a new and different article of commerce having a new name, character, or use distinct from the good or material from which it was so transformed.
