Non-refoulement means prohibition to expel. It is a principle in refugee law that concerns the protection of refugees from being returned to places where their lives or freedoms could be threatened on account of his race, religion, nationality, membership of a particular social group or political opinion, with certain limited exceptions.
Non-refoulement is the generic repatriation of people, generally refugees into war zones and other disaster areas.
