According to 15 USCS § 1141 (14), [Title 15. Commerce and Trade; Chapter 22. Trademarks; The Madrid Protocol] the term notification of refusal means “the notice sent by the United States Patent and Trademark Office to the International Bureau declaring that an extension of protection cannot be granted.”
