According to 41 CFR 60-3.16 (Title 41 - Public Contracts And Property Management; Subtitle B - Other Provisions Relating To Public Contracts; Chapter 60 - Office Of Federal Contract Compliance Programs, Equal Employment Opportunity, Department Of Labor; Part 60-3 - Uniform Guidelines On Employee Selection Procedures (1978) (Definitions), the term “observable” means “able to be seen, heard, or otherwise perceived by a person other than the person performing the action.”
