According to 41 CFR 101-5.102 [Title 41 : Public Contracts And Property Management Subtitle C ; Federal Property Management Regulations System Chapter 101 ; Federal Property Management Regulations Subchapter A ; General Part 101-5 ; Centralized Services In Federal Buildings And Complexes Subpart 101-5.1 ; General ] Occupying agency means “any Federal agency assigned space in a building or complex for which GSA has oversight of, or responsibility for the functions of operation and maintenance in addition to space assignment.”
