Offense of obstructing navigation is an offense, indictable at common law of obstructing a navigable water way. Such an offense appears to be punishable as a public nuisance.
To render such obstructions a nuisance, it is not necessary that they should actually have interfered with navigation and done it injury; it is sufficient if they rendered such navigation less convenient, less secure, and less expeditious. [State v. Narrows Island Club, 100 N.C. 477 (N.C. 1888)]
